To enable the Distribute.IT Registrar integration in WHMCS, simply go to Configuration > Domain Registrars > Registrar Settings. Then choose Distribute IT from the dropdown menu of available registrars and click Go to view the configurable options for it. You will then need to enter your account number, user id and password of your Distribute.IT account.
You do not need to maintain positive balance with Distribute.IT in order to register, transfer and renew domain names. You can have each domain name order billed to your credit card, helping with your business' cash flow. Please note that Distribute.IT no longer accepts AMEX (American Express), and I'm sure this will be updated in newer versions of WHMCS.
[edit] DistributeIT: IP Lock Down
In order to use the DistributeIT API, you must first contact them and let them know the server IP address where you will be connecting from (the server IP address where you have WHMCS installed). This is part of DistributeIT's security measures to prevent unauthorised users being able to submit registration requests to your account.
Use lynx --dump http://www.distributeit.com.au/api/chkip.pl from SSH to check your IP address; as this can be different to your website IP.
